Leaders from 50 countries converge on Washington this week for the fourth Nuclear Security Summit, part of President Obama’s call for a worldwide effort to secure nuclear materials from terrorists. Here are four nuclear security vulnerabilities they will discuss Thursday and Friday — and four that are not on the agenda:
1.TERRORISM AND DIRTY BOMBS
What they'll discuss: The recent uptick in terrorist attacks in Europe have made world leaders more worried about terrorists using conventional bombs combined with nuclear material to explode radioactive "dirty bombs" that could cause injuries, panic and economic damage over a large area.
The leaders will discuss safeguards at facilities such as hospitals and research labs that use nuclear materials, ways to improve intelligence to better detect plots to use dirty bombs, and responses to a potential dirty-bomb attack, said Bruce Blair, co-founder of Global Zero, the international movement for eliminating nuclear weapons.
Overlooked:
Accidental explosions. More recent nuclear weapons countries, such as India, Pakistan and North Korea, are decades behind the United States and Russia in terms of safeguarding their nuclear weapons in case of a mishap, Blair said. If a weapon falls from an aircraft that is crashing and is hit by an explosive force, "chances are there’d be a chain reaction and the weapons would explode,” he said.
Also, those countries along with China are moving toward a state of nuclear readiness that raises the risk of accidental nuclear launches and detonations. “That whole agenda is being ignored,” Blair said.
2. NUCLEAR THEFT
What they'll discuss: The summit will address the possible theft of highly enriched uranium and plutonium in civilian facilities, such as research reactors, that can be used to fuel a nuclear device, Blair said.
Previous summits have focused on converting nuclear reactors to use less harmful low-enriched uranium or sending it back to Russia or the United States, where it would be more secure.
Overlooked:
Many other nuclear thefts or sabotage, such as rogue military insiders working with outside groups to steal nuclear material or detonate a device, Blair said.
3. NUCLEAR MATERIAL UNDER CIVILIAN CONTROL
What they'll discuss: The summit deals with highly enriched uranium and plutonium that are under civilian control, mainly nuclear power authorities around the world, but also some medical and research facilities. They oversee 2% of the world’s total stock of highly enriched uranium and plutonium — enough to produce 4,000 nuclear weapons.
Overlooked:
Military stocks of nuclear fuel plus civilian plutonium, which represent 98% of the world’s supply of weapons-grade material. Ben Rhodes, Obama's deputy national security adviser for strategic communication, told reporters that military programs will be discussed. But they can't be specific because the United States is the only nuclear power that has declared the size of its nuclear stockpile. Plus, Russia, which has the world's largest nuclear stockpile, is boycotting the summit because of displeasure over how the U.S. organizers prepared the agenda. "So how can they focus on it with any specificity?" Blair said.
4. NUCLEAR WATCHDOGS
What they'll discuss: The White House says international attention has focused on improving institutions that deal with nuclear security around the world. This includes improving the capabilities of the U.N. nuclear watchdog, the International Atomic Energy Agency; the international law-enforcement agency, INTERPOL, which combats nuclear smuggling; and the Global Initiative to Combat Nuclear Terrorism, an 86-nation group. All have been reinvigorated in recent years.
"We will look for ways to enhance the global nuclear security architecture,” Rhodes said.
Overlooked:
These efforts don’t include plutonium reprocessing, which countries use to recycle spent nuclear fuel. It can be used to produce fuel for nuclear weapons.
Japan now has 10 tons of civilian plutonium on its soil, enough to build 2,500 nuclear bombs, Blair said. But it’s not being discussed for diplomatic reasons.
Japan could convert that material into nuclear fuel and produce nuclear weapons if it decided it needed to deter North Korea, a nuclear state that repeatedly has threatened to launch nuclear missiles targeting Japan, South Korea and the United States. "We're not talking to Japan about that because it's a proliferation risk," Blair said. To do so is too sensitive, he said. It "would be a clear statement of concern that Japan would go nuclear." ###

GOP Establishment in Wisconsin Unites Against Trump

ROTHSCHILD, Wis.—Wisconsin’s presidential primary next Tuesday represents the biggest test yet of Donald Trump’s ability to overthrow a Republican establishment united against him.
Top Wisconsin GOP players, from Gov. Scott Walker to state legislators to the powerful conservative talk-radio voices on Milwaukee radio, have been winning pitched battles together in defense of conservative ideals since Republicans took over state government in 2011. Now that organization is united against Mr. Trump in a way he hasn’t seen before, even in states where he faced millions of dollars in attack ads.
The state’s anti-Trump forces are largely aligned with Texas Sen. Ted Cruz, who is leading the race in a respected statewide poll released Wednesday. That has left Mr. Trump flat-footed in his first entry into Wisconsin politics. He appeared surprised during a round of radio interviews Monday, telling one host, Charlie Sykes in Milwaukee, that he didn’t know Mr. Sykes had vowed never to support him.
Even here in the vast wooded northern part of the state friendliest to his populist message, public endorsements of the New Yorker are as scarce as an unfrozen lake in the dead of winter. The local congressman, Sean Duffy, is a Republican who had backed Mr. Walker first, and then Florida Sen. Marco Rubio. He said Tuesday he doesn’t know a single elected official in his district who is publicly backing Mr. Trump.
“There’s a number of people in my district who are quiet Trump supporters,” said Mr. Duffy, who said he is still deciding between voting for Mr. Cruz or Mr. Trump. “If you just listen to the media here there’s a lot of pushback that people get for supporting Trump. There’s some social pressure as well: In their own community, this elitist mentality that tells them they are stupid to support a Donald Trump candidacy.”
A Marquette Law School poll released Wednesday found Mr. Cruz leading the state with 40% support. Mr. Trump is second at 30% and Mr. Kasich third with 21%. Recent Marquette Law polls have found Mr. Trump far more popular among Republicans in the state’s rural areas in the north and west than he is in the urban and suburban counties between Milwaukee and Green Bay.
On Wednesday, state Assemblyman James “Jimmy Boy” Edming became the first Wisconsin state lawmaker to publicly back Mr. Trump. Mr. Edming said in an interview he was motivated by the lockstep opposition from local party leaders.
“Now that I’m seeing that the Republicans are trying to tackle Donald Trump, the more I see on the news, the more pissed off I get,” said Mr. Edming, who hails from the tiny village of Glen Flora, two hours northwest of Rothschild. “If the election was tomorrow, I would vote for Donald Trump.”
The population here fits the Trump demographic to a T: The median age of the Seventh congressional district is six years older than the state average, just 2.5% of the population is black or Hispanic, and the last generation has seen thousands of the state’s manufacturing jobs move offshore.
Another northern Wisconsin official who backs Mr. Trump is Travis Nez, one of 13 elected supervisors in Price County.

“There’s a lot of people that support him but they won’t say it publicly, they’re just afraid of being lambasted,” said Mr. Nez, 22, who said he didn’t know a single other elected official who backs Mr. Trump. “But it’s like, you got to do what you got to do.”
A common phrase in this election season is "the establishment"—politicians run against it, embrace it or get run over by it. But who's in this supposedly omnipotent group of decision makers? WSJ decodes the phrase on "Campaign Speak."
Mr. Trump has dubbed his supporters “the silent majority,” and there is broad agreement from political observers here that he will carry by a wide margin the Seventh district, a part of the state known as “Up North.” It stretches some 270 miles north to south and 235 miles east to west along the state’s border with Michigan’s Upper Peninsula.
Mary Czaja, a Republican assemblywoman from Irma, said she is surprised by some of the people who support Mr. Trump. “There’s a lot of business owners and even more blue-collar people who are tired of the same old same old in Washington.” said Ms. Czaja, who is backing Mr. Cruz.
It is ironic that Mr. Cruz, who has carefully crafted an antiestablishment image, is now scooping up endorsements from the Wisconsin GOP apparatus, including from Mr. Walker.
“Wisconsin is a battleground,” Mr. Cruz said here on Monday. “The entire country right now is looking at the state of Wisconsin. This state has a national platform, a national megaphone.”
Mr. Trump, as he has elsewhere, is relishing his battle with the state’s entrenched Republicans. At a rally Tuesday in House Speaker Paul Ryan’s hometown of Janesville, he mocked Mr. Ryan and condemned Mr. Walker. Then during a Tuesday night forum on CNN he disavowed a pledge to support the party’s nominee he made last year at the behest of Republican National Committee Chairman Reince Priebus, who hails from Kenosha.
“Cruz likes to pretend he’s an outsider and in the meantime he gets all the establishment support, including your governor,” Mr. Trump said in Janesville.
Ohio Gov. John Kasich is largely viewed as an afterthought in the state. His campaign this week pulled some of its advertising off the Wisconsin airwaves. But he did on Tuesday receive the endorsement of the state’s largest newspaper, though the Milwaukee Journal Sentinel has far less influence among the state’s Republicans than the radio hosts backing Mr. Cruz.
One sign that Cruz allies are concerned about tamping down Mr. Kasich’s support came late Tuesday when a pro-Cruz super PAC announced it would spend $500,000 in the state attacking the Ohio governor.
State Sen. Tom Tiffany, a Republican who represents a district that hugs the Wisconsin-Michigan border, vouched for Mr. Cruz here even though he said he expects his constituents to back Mr. Trump.
“We’re the oldest part of the state demographically and it follows very closely with what other parts of the Midwest in how they’re voting,” said Mr. Tiffany, a part-time dam tender when he isn’t at the state capitol in Madison.
Other than Mr. Edming, none of the dozen rural Wisconsin state lawmakers interviewed for this story knew of anyone elected to office in their districts who backs Mr. Trump.
“There’s a huge disconnect for a lot of elected Republicans, where they have to come to terms with the fact that Donald Trump is winning my district, but I’m a core Republican and I stand for these core principles that he doesn’t represent,” said Matt Batzel, the Sheboygan-based executive director of American Majority, which offers training to conservative candidates for local political offices. Mr. Batzel said he plans to vote for Mr. Cruz.
But for Mr. Trump’s rank-and-file supporters, opposition from elected Republicans is a feature, not a bug of his campaign. “They are all in cahoots with each other, Democrats and Republicans,” said Vance Neuenschwanden, a 44-year-old weed-control worker from Monroe who attended Mr. Trump’s Tuesday rally in Janesville. “Trump isn’t either and that’s what we need.” ###
