Obama administration, Congress quietly let school security funds lapse

Before Connecticut tragedy, Obama's administration eliminated emergency preparedness program, let school violence prevention programs lapse
Why It Matters:
Politicians across the country are vowing to do more to prevent school shooting tragedies like the one that unfolded Friday in Newtown, Conn. But over the last few years, the Obama administration and Congress allowed funding for several school safety initiatives to lapse.
Beneath the expressions of grief, sorrow and disbelief over the Connecticut school massacre lies an uneasy truth in Washington: over the last few years the Obama administration and Congress quietly let federal funding for several key school security programs lapse in the name of budget savings. (but could NOT even pass a budget as mandated by law)
ILLEGAL ALIENS AND NEW IMMIGRANTS TAKE JOBS FROM BLACKS

The Washington Post has run three stories in the last few days on the high unemployment rateamong black workers, and only one makes even passing reference to immigrant competition. As context, my colleague Steve Camarota has just published a detailed look at unemployment, breaking out subgroups in a way that BLS doesn't, and he found that unemployment amongnative-born black Americans is roughly double that for immigrants. And remember, people are only counted as "unemployed" if they're actually looking for work, so this isn't a matter of idleness. (Cato Institute open-borders gadfly Alex Nowrasteh has graced the report with high praise: "This report is not as egregiously and offensively wrong as usual." Practically an endorsement!)
Anyway, Michael Gerson's column starts off with an unexpectedly sound observation, identifying "the greatest single threat to the unity of America: the vast, increasing segregation of young, African American men and boys from the promise of their country." He lists a number of possible avenues to address this problem:

Friends,
I want to start by saying thank you for all of your heartfelt feedback on my Friday email and appearance on Ralston Reports. Out of respect for the families in Newtown, along with the people who are suffering here in Las Vegas with the Excalibur tragedy, I don't want to participate in making this tragedy any more politicized than it already is. I will rejoin the conversation following the holiday season in the days preceding the session.
Yesterday the Clark County Commission selected Lesley Cohen to fill the vacant Assembly District 29 seat. I would like to welcome Lesley, and I look forward to working with her at the Legislature.
I have been hard at work these last few weeks preparing my Bill Draft Requests (BDRs) with the latest submitted just over a week ago as well as learning about the BDRs that have been submitted by my peers in both houses. You can see a full list on the Nevada Legislature website. The descriptions don't give a lot of information; however, legislators are hard at work on the full text that goes with them that will be available when the BDRs become bills in February.

“Oh, God, not again,” I thought as I watched strings of frightened children being led from that Jewish Community Center. A maniac with a gun. Innocent people—including kids—dead or wounded. And politicians ripping each other over “gun control,” using this hot-button issue to gain votes.
A significant portion of the American public believes they have a right to own a gun for hunting or self-protection. Let there be a violent crime in a neighborhood, or an escaped murderer, and gun sales jump. There’s research showing many crimes are prevented because of gun ownership.
And politicians who draw support from gun owners need the issue to get votes.
There’s also a significant chunk of the public who believes all guns should be outlawed or that there should be more gun control—though what form it should take depends on what kind of gun was used in the latest outrage. There’s also research showing that easy access to guns increases gun violence.
And politicians who draw support from anti-gun folks need the issue to get votes.
With the public sharply divided, and politicians on both sides benefiting from keeping the issue hot, is there any hope? Would any “gun control” legislation resolve the issue?
