WHO GAVE ORDERS TO BREAK CONSTITUTIONAL BOUNDARIES?

The US Army did not used to do any drills in civilian zones, let alone in public schools, and certainly not without notifying school officials. That is because the public and the media would not have stood for it. States right were taken for granted.
If this has to do with school safety, it needs to be the state or city doing it, NOT the Feds. According to the 10th Amendment, it is unconstitutional.
TENTH  AMENDMENT TEXT: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.
The state of Texas has its OWN police agency, and Houston has its own municipal police. The FBI may be able to get involved in local law enforcement issues, in cooperation with the local and state governments, but for the US Army to swoop down in what appears to be a simulated law enforcement action (even though it may be a drill), that sort of thing is what got Noriega arrested here in Panama.
Would you look at this irony: After Noriega used the armed forces to police his country, the US locked him in jail and forbade Panama to ever have a standing army again. They abused it so much they lost it and from that time on, armies were banned in this country so that they could not be used in civilian law enforcement. Yet now we are pulling the same stuff ourselves.
When do we cross the line into 'Banana Republic'? Looks like we're almost there, folks!
