Democrat Thanks Obama for Bypassing Congress on Immigration Reform Rep. Luis Gutierrez (D-Ill.) thanked President Obama for circumventing the Legislative branch when it comes to immigration law. Title 8 Section 1325 of the U.S. Code makes it a federal crime to be in the United States illegally.
