Does this include the former President Barack Hussein Obama who ancestors sold slaves and does it also include Vice President Kamala Harris whose ancestor was a large owner of slaves and plantations (Per P. Harris' own father)? Would they have to pay?
And what about the rich Black Democrat politicians, members of the Marxist BLM, Sharpton, Jackson, members of the NAACP, etc. whose ancestors were "Freemen" who were slave owners and/or were volunteer Confederate soldiers? Would they have to pay?
Ever Black person who applies for reparation money and/or land should have to prove their ancestors were slaves, actually none should get one millionth of a cent or one millionth of an square half of an inch of land, if they weren't actually the Blacks who worked as slaves over 150 years ago, which today's Blacks weren't. Just another excuse for some radical Blacks wanting free money they didn't work for.
Why doesn't the Marxist BLM share some of the millions and millions of dollars that Soros and huge corporations like Ford Foundation, Target, Home Depot and many others gave them? Or at least Marxist BLM build Boys & Girls Clubs, medical clinics, etc. in poor Black neighborhoods, no the leaders of the Marxist BLM are buying mansions one founder bought 3 or 4 mansions, dressing like millionaires, etc. etc., etc. Will the IRS (under the control of the Socialist government) audit them? It's very doubtful, remember the Marxist BLM supported Biden and Harris for President and Vice President (even though P. Harris is a descendant of a large slave owner, whom the Marxist BLM and the Socialist Democrats fail to mention). Why has Mr. Biden ordered that the Marxist BLM flag to be flown at U.S. Embassy's and U.S. Consulates world wide, and condemn the Marxist BLM weeks of lawlessness across our nation, inciting riots, murders, assaults, destroying private and public property, looting and much more. Could the Marxist BLM be the domestic terrorist of the Socialist politicians?
Just like the Marxist BLM, the Democrat Presidents, Black Democrat members of Congress, Senate, City Mayors, etc. hasn't helped poor Blacks, poor Black neighborhoods, even when Democrat Black Mayors who has received millions of taxpayers dollars to clean up slums and help poor Blacks, the Black Mayors can't account for one cent of the millions of dollars, where did the money actually go? Let the Marxist BLM, so called Black radical ministers and Socialist Black politicians go to Africa and "demand" money or land from the descendants of the Black village Chief's and Black government officials who sold their own people into slavery and still do, where's the American Black politicians, Marxist BLM, etc. trying to get slavery outlawed? Actually it's their African cousins being sold as sex and labor slaves. I guess there's no money to be made helping their African cousins.
***Actually, Native Americans are the "only Americans" who deserves any reparations of any kind.

***Actually the Black race doesn't own the world record for being slaves, actually Whites were used as slaves for many many centuries in Europe, Middle East, etc. Such as in the British Isles, most of the Celtic people were slaves of the Romans for a 1000 years. Most Americans of Western European descent in America are descendants of the Celtic race. Whites were also slaves of the Islamic Muslims, Greeks, Vikings, Germanic tribes, Nazi's, etc.
