An idea!
Why not arrest and try the illegal alien that killed Kate Steinle for Violating her civil rights.
Kate had the Right to Life and the man who shot her violated her Right to Life. She had the Right to Life, Liberty and, Happiness. All 3 of those rights were grossly violated!
There was a trial for Murder, Manslaughter and Involuntary Manslaughter.but none for violating Kate's Civil Rights. Therefore there would be no Double Jeopardy to attach!
