It's being widely reported that the President plans to unilaterally, without Senate approval, join China in ratifying a Paris climate agreement crafted by the United Nations.

While the President calls his proposed action an "executive agreement," members of Congress say it's really a treaty and must have Senate approval.

Article 2 of the U. S. Constitution says the President "shall have Power, by and with the Advice and Consent of the Senate, to make Treaties, provided two thirds of the Senators present concur."
