Here is a video where ALC President Ken Ivory Discusses the what the Transfer of Public Lands Act is all about.  This Video is about 8 Minutes long and will give you a great flavor about the Transfer of Public Lands Act and how it relates to Hawaii and Congress's subseqent acts cannot modify or diminish what was bestowed at statehood.  A discussion about states enabling acts and what they mean to states and their public lands.
