legislation and codified into RCWs. WACs are NOT law and not binding on anyone.
They are just the rules by which government agencies can operate, if the WAC also
follows the law.
Since this is not law, anyone attempting to act under a WAC to imprison a person
or persons is acting outside the law and you are free to resist, including the use of
deadly force since unlawful imprisonment is a felony. --Don
