House Chides Obama Over Libya

The U.S. House formally rebuked President Obama Friday for his handling of the war in Libya, though it was expected to stop short of calling for a withdrawal of U.S. forces.
In a 268-145 vote, the House approved a resolution calling on the White House to provide more information on the mission within two weeks and stating for the record that Obama has not gotten permission from Congress.
Though the measure only reflects the view of the House and does not have the force of law, House Speaker John Boehner described it as a "first step" and threatened to take further action.
"This resolution puts the president on notice," Boehner, who introduced the measure, said on the floor. "He has the chance to get this right, and if he doesn't, Congress will exercise its constitutional authority and we will make it right."
House adopts resolution rebuking Obama for military action against Libya without Congress’ OK

WASHINGTON — The House has adopted a resolution rebuking President Barack Obama for dispatching U.S. military forces against Libya without congressional approval.
The vote was 268-145. The White House objected, saying the measure was “unnecessary and unhelpful.”
The measure by Speaker John Boehner says the president has failed to provide a “compelling rationale” for the nearly 3-month old operation to aid rebels battling Moammar Gadhafi’s forces. Democrats and Republicans complained that Obama ignored Congress’ constitutional authority to declare war.
