If people are too lazy to go to the local voting location then they can just not vote. Also, in order to clean the voter registration rolls all registrations should be PURGED every 4 - 6 years and those who really want to vote (and are living) should have to re-register with legal ID and proof they live where they say they live.
This would clean out the dead voters - those who have registered under numerous names in numerous locations - and those who have moved. And, absentee ballots would have to be applied for each election.
Yes this requires a bit of effort on the voters part but if their VOTE is important to them they would agree that clearing the rolls every 4 - 6 years makes their vote count all that much more as they are competing with the dead voters and the fraudulent voters.
Mail In voting is so ripe for more fraud it isn't funny. End all ballot harvesting as well. Voting in person makes ballot harvesting a thing that can't happen.
