Bissell comments: I Argue "WE" should be Giving Personality - Competent - Mental Fitness Tests - ANTI Communist Tests to Anyone Running for Office and Require OUR OWN Doctors Examine - Interview - Investigate - and Back Ground Tests those that think they should Run for Office. Competence Will be determined by a Panel of Random citizens like a Jury for Trial Randomly picked After they take a similar test. Only after said test is completed and interview process administered. Then a cursory looksie at their Personal Finances and Credit Score will be examined with a basic Math test, reading comprehension, Writing skills test and ability to listen - Observe - Think through situations that MAY arise during their Term in office. (Think SAT Test) No One should EVER be Allowed to get into Office and Handle - Waste - Abuse - Blow - PUBLIC Monies if they can Not Handle their own Personal Finances, No ONE. Mandatory Requirement. After the test and background Check completed, each candidate should sign a Notarized Contract to be placed on line, that ensures they will Not Abuse their position for family appointments, job creation, Salary increases, Tax payer waste (only Cuts) and abide by the Ethical Standards set up by the various agencies that govern said bodies. Any breach of signed affidavit will bring Immediate removal, a fine TBD and Dismissal from Ever running again. This Test can be Established and Go 'Retroactive' for anyone already in office with threat of Dismissal if not completed within a Date Certain as per seat. Failure to complete said test will bring immediate removal and special election of Newest candidates. Only then will they Be Allowed to go through the Primary process to Run for said Office. These steps will Help ensure that No BOZO will ever get into a position where He/she will EVER propose something as STUPID as this Ever Again. Why are We Putting up with OUR Employees like this?
