The DoJ IG Report is here for your review. The report's main topic is the leak of an FBI investigation into the Clinton's (CF) Clinton Foundation that began in 2016, a leak to a reporter at the Wall Street Journal (WSJ) published October 30th 2016 just prior to the presidential election that (did in-fact) play a major role with the elimination / downfall of Hillary Clinton.
The purpose of the leak was to help exonerate Hillary Clinton of any investigation.
However, the report does NOT focus on the June 27th, 2016 "Tarmac Meeting" between DoJ Loretta Lynch and Bill Clinton at the Phoenix Sky Harbor Airport.
One reason might be....it is that meeting that set into motion (unmentioned in the IG report) of why Lynch encouraged the FBI to call for a "Stand-down" of the CF investigation. That leaked report about the Tarmac Meeting caused a major investigation by the FBI, as ordered by Lynch, to find and prosecute the person that leaked that meeting to the press.
Even though it was initially reported by an ABC15 (Phoenix) reporter (easily located) of whom happened to be at the airport, the main leaker sent that detailed report (heard) to the main networks almost immediately. Hello !!
If that Tarmac Meeting was just a coincidence and "small talk" according to Lynch, then why did panic set-in to find the leaker?? The meeting is not even mentioned in the DoJ IG Report and is further evidence the IG Report is a soft ball version of events and ONLY puts McCabe under the bus.....the plan to scapegoat him anyway during his firing.
The IG Report suggests the DoJ played a pivotal role in the FBI investigation as careless (in-house) flaws, but does not specifically address any direct action by the DoJ.
After reading the report about the lies back and forth between FBI officials, in particular, Comey and McCabe, it is obvious, the IG was given specific terms to use for "Lying" in-order to protect both Comey and McCabe from "criminal lying to Special Counsel (Under Oath)" by referring their lies to an obscured (internal) offense termed: "FBI Offense Code 2.6" (Lack of Candor) and total bullshit insertion to further protect the cabal from prosecution.
We can also speculate as to why Deputy Director McCabe was fired a day before retirement because the IG must have informed AG Sessions (and the weasel Rosenstein) that McCabe is proven to be the leaker to the WSJ about the ongoing investigation of the Clinton Foundation, and the purpose was to cause exactly what happened in weeks that followed, forcing Comey to go public and then refer to the investigation as a "matter," thus giving Hillary Clinton a pass that didn't help her anyway.
McCabe also took a Clinton donation for his wife's political campaign and that is about the time Andy McCabe went into action to skew the investigation of the CF by using others in the FBI as his cover.
Now we hear that McCabe is going after the president for causing his firing...good luck with that !
Comey's interview on ABC this Sunday Night April 15th, 2017 will shed some light on McCabe, but at the same time, Comey is also a criminal Clinton hack conspirator with a history.
"Immediately after doing the Clinton’s dirty work as a DOJ official, Comey resigned from the DOJ and took a position as the head attorney (Counsel) of the Lockheed Martin company, a huge military contractor. While he was in that position Lockheed became a major contributor (millions) to the Clinton Foundation and its fake charity spin-offs. In return for these payment to Clinton Inc., Lockheed received huge contracts with Hillary’s state department. Comey was the chief legal officer of Lockheed throughout this period of contributions to Clinton Inc. in return for State Dept. contracts."
The "Tarmac Meeting" is the missing link and is where the stage was set for Lynch to take Bill Clinton's advice and his offer (from Hillary) that Loretta Lynch would be nominated as a Supreme Court Justice ("when") Hillary is president.
The crimes by America's top law enforcement officials is over-the-top and maybe so dangerous that "Deep State" operations forced President Trump to 'launch on Syria' during the same week the DoJ IG Report is released. Therefore....which story will get more traction? Obviously a potential WWIII scenario trumps the game.
These criminal FBI and DoJ officials want to downplay their criminal acts with legal language of "Lack of Candor".....equivalent to a cop carrying a hidden handgun to be used if he shoots a suspect that is unarmed and places the handgun in the dead man's hand.
Hillary Clinton could easily escape justice because of how poorly the FBI and DoJ have conducted themselves, ever so clever and purposely to evade GITMO.

"In response to his review of a draft of this report, counsel for McCabe argued that the OIG failed to satisfy the elements of FBI Offense Code 2.5, because McCabe’s statements to then-Director Comey were part of a “casual interaction” and not as the result of “an interaction in which a supervisor was formally questioning an employee regarding his conduct.” We disagree.Comey’s testimony was that McCabe conveyed to Comey, in some form or fashion, that it was not McCabe who had disclosed to the WSJ the August 12PADAG call confirming the existence of the previously unconfirmed CFInvestigation. The OIG does not accept that the FBI’s Offense Code toleratesits Deputy Director’s deceptive statements to the Director on an issue of importance to the Director and the FBI because the Deputy Director’s lack of candor occurred in the context of a work conversation with the Director as opposed to “formal questioning.” In addition, although Offense Code 2.5 (Lack of Candor – No Oath) subjects employees to discipline for “[k]nowingly providing false information when making a verbal or written statement, not under oath, to a supervisor, . . . when the employee is questioned about his conduct or the conduct of another person,” the FBI’s Office of Professional Responsibility has previously taken the position in litigation that, “lack of candor is the generic term which has historically been used in FBI discipline which in its literal meaning means lack of forthrightness[.] . . . It can mean . . . lying to a supervisor, not under oath, about work performance.”

Accordingly, the OIG stands by its finding that McCabe lacked candor with the Director under Offense Code 2.5 and is subject to disciplinary action for such misconduct.
