A 64-year-old woman and her four grandchildren were killed early Saturday when floodwaters ripped through their neighborhood in Palestine, Texas. The bodies of the five victims were found near one of the homes on their street in the early morning hours, according to the the Palestine Police Department. The four children were ages 6, 7, 8 and 9. The names of the victims were not immediately released. The true number of Zika cases in Puerto Rico, where the virus is spreading among local mosquitoes, could be much greater. Only about one in five people with Zika develop symptoms, so most of those with the virus are unaware they’ve been infected, according to the Centers for Disease Control and Prevention. Although 426 travelers in the continental U.S. have been diagnosed with Zika after visiting an outbreak zone, the virus is not yet spreading among local mosquitoes on the mainland.

One of the more unusual topics of this very unusual election year has been the hitherto uncontroversial issue of the U.S. commitment to NATO. Last month, Republican presidential candidate Donald Trump slammed NATO for being “obsolete.” This week, as he swept closer to the GOP nomination, he softened that to “outdated” but repeated his call for changes — including making allies pay more. Democratic candidate Bernie Sanders similarly has argued that the United States should scale back its NATO commitments. These ideas have drawn fierce criticism from the defense and foreign policy establishments. Victor Davis Hanson, a historian at the Hoover Institute, acknowledged the salience of Trump’s argument but then backflipped to argue for the organization’s continued relevance anyway: “A powerful Russia will always have to be watched. A dynamic and headstrong Germany will always have to be integrated into some sort of military alliance. And the United States will always have a natural self-interest in pre-emptively keeping kindred Europeans from killing each other.”

The Syrian government and its allies announced both a planned cease-fire in the country’s west and expansion of operations around Aleppo even as 15 people were killed in an attack on a mosque in a government-held part of the city. Rebel forces shelled the Malla Khan mosque after Friday prayers in the Bab al-Faraj district, The Associated Press reported, citing Syrian state TV. Friday’s attack came after Thursday’s airstrike on a hospital in a rebel-held area of the city. The death toll rose to 50, according to Doctors Without Borders, which helped run the hospital with the International Cross. Six medical staff and patients were among the dead, the aid group said Friday. Michael Ratney, the U.S. envoy for Syria, in a letter announcing the cease-fire, cited the “unacceptable and damaging” nature of persistent violations of the partial cease-fire that began Feb. 27. The U.S. and Russia secured a general commitment by all parties to return to the agreement in those areas, he said. As the Syrian government officials described steps they are taking to intensify the pressure on rebels in Aleppo, their Russian allies and the U.S. announced that a partial, local cease-fire would resume at midnight Friday in the eastern province of Latakiya and in the Damascus suburb of Eastern Ghouta. The London-based Syrian Observatory for Human Rights reported 226 people have been killed in Syria over the past eight days.
