Fine is the former attorney representing Marina Strand Colony II Homeowners  Assn. (vs. County of Los Angeles)
  • L A County makes illegal payments to State Judges in L.A. since 1987 totaling $350 million. 
  • Developers' and County's attorneys serve as President of  State Bar Association when Richard Fine's disbarment proceedings began and were underway and did not disclose this fact.
  • Disbarment brought by complaining judges who refused to step down from sitting on cases involving L A County when Fine pointed out the conflict that was prohibited by the California Constitution. 
  • Disbarment of Richard Fine, a former U S Prosecutor, removed him from challenging the county on behalf of citizen groups during litigation.
  • County Supervisors voted on the Del Rey Shores project with illegal votes while receiving campaign donations from interested parties with projects before them. (prohibited by law)
  • HUD approves $125 million loan guarantee for luxury apartment development then attempts to cover up by recalling the HUD Loan application of the Marina Del Rey developer, ordering destruction of the documents which had been released to the public who discovers non-disclosure of critical public information.
