The three counterterrorism amendments that failed to pass Tuesday night have been extensively modified over the years and now include significant new safeguards, including substantial court oversight. They include allowing investigators to: track suspects as they move from phone to phone; review business records of terrorism suspects without approval from a FISA court; and track "lone wolf" terrorists operating alone.
