WHAT IS BEING SPRAYED ON BORDER FENCE BY TIJUANA RESIDENT?

This Tijuana resident was captured on video spraying the new border fence with some kind of liquid.    It is speculated that he's trying to make it corrode faster. This would appear to be an act of desperation when confronted with a more than 40 foot-high fence in this particular spot, which has no doubt been a popular location in the past for smuggling people and drugs.  


Most acids are solids and are not reactive until they are in solution with water.  If he's spraying acid on these reinforced-concrete-filled, steel bollards, it will dry out in a few minutes and have no appreciable effect.  This may be a very lame attempt, but we can't really expect them to quit trying, can we?
