Author's goal:
Entitlements: the belief that one is inherently deserving of privileges or special treatment. When one thinks and talks about the labyrinth of Welfare, food stamps, section 8 and the many other giveaway programs that are extended and considered, 'The social net.'  Most of us(Taxpayers) really don't know what we are talking about. There are plenty of anecdotal stories out there, and many are true, but there must be a clear reality to all this fog. There is a system, as chaotic as it is. These give away's are in place and the price tags are enormous.  So it is within this pea soup that we decided to uncover and cut through the mysteries of these programs. The goal is to shine a light and bring transparency to this archaic socialist experiment run amok.  We want to expose the true nature of these drains on tax payer dollars. Number One;  NYState pays the highest Welfare benefits out per capita, a Whopping  $3,305. Total public welfare expenditures: $19.85 billion.

RULES(Joke):

In order to apply for Welfare, there are certain requirements to adhere to:(Ready?)
A basic lack of gainful employment opportunity, through either lack of places of employment or lack of job skill.(In other words, you can try to get a job,  or not!)
A commitment to self-sufficiency is necessary before any potential recipient can begin to receive benefits. Heads of household must enter into an agreement they will become self-sufficient within a certain timeframe.(Timeframe? HUH! Who ever gets off Welfare?)
A commitment to cooperation must be signed by the heads of household that they will comply with and continue all regulations and requirements while receiving aid.(Sure)
You must be a legal and permanent resident of the state to which you are applying.(Not True)
You must be a citizen of the United States or a qualified non-citizen legal resident, restrictions apply.(Flies in the face of the last requirement, NON-Citizen?)
A commitment to complete accuracy and honesty during the program.(Right)
All monetary resources must be divulged. This includes cash within the home, in checking or savings accounts and items of value in possession such as jewelry or electronics.(Ha, no doubt including money made selling drugs or boyfriends living at home, under the table)
A household financial budget must be created and adhered to.(Who Checks on this, Mr. Peepers?!? Hi, I'm from the Welfare Department here to check your monthly budget)
 These programs are cash assistance (TANF), the child support programs, child care, energy or utility assistance, food assistance, medical assistance, and vocational rehabilitation services.
 The child support program can supplement partial child care fees or provide 100% fee assistance.(Which would you take?)
In FY 2019 total US government spending on welfare — federal, state, and local — is “guesstimated” to be $1,132 Billion, including $650 billion for Medicaid, and $482 billion in other welfare layouts.(That's $1.132 TRILLION this year alone!) 

 Welfare:

Benefits.gov is a free website that can help you determine which types of government assistance you might qualify for and how and where to apply.
 
Welfare programs are government subsidies to the poor. Recipients must prove their income falls below a certain income level. In 2019, that's $25,750 for a family of four. Never confuse welfare programs with entitlement programs.(What?)  Some portray the "Welfare Queen" as those who cheat the system to get enough benefits to drive a Cadillac.(Never see that do we)
These 10 States now have more people on welfare than they do employed!                California - New Mexico - Mississippi - Alabama - Illinois - Kentucky - Ohio - New York - Maine - South Carolina.(Is that all?)
TANF; is the Temporary Assistance for Needy Families program, provides Cash to families with low incones working toward self sufficiency. SSI; Supplemental Security Income, also provides cash giveaway to seniors and those with disabilities & Earned Income Tax Credit.
The Cash allowance benefits for financial assistance; an average expectation can be placed on a family of 4 receiving up to $900 for their TANF allowance. A single person household can expect an average of up to $300. These allowance benefits would be separate from any additional welfare benefits.(God Bless America!)
Other Welfare programs: Cash welfare, food stamps, unemployment benefits, workers compensation, housing, excluding health care. 
 Home Energy Assistance Program:

1. The energy or utility assistance program "HEAP" which is intended to help those who cannot afford to pay for basic utility needs, such as heat, electricity and/or gas and water. Like the child support program, it will supplement part of or provide 100% of the monthly utility costs. Eligible households can receive anywhere from $350 - $675+.(Turn the heat down and close the doors and windows)
You may also be eligible for an 2. Emergency HEAP Benefit, from $350 - $675 Extra, if your heat would be turned off(Didn't pay your bill?)  3. You may also Need,(Ha) The Heating Equipment Repair and Replacement benefit.  The Equipment Repair and Replacement benefit can help you repair or replace your furnace, boiler and other direct heating equipment, $3000 - $6500.(Holy Smokes)
 4. The HEAP Clean and Tune benefit,  a maximum of $400.  5. You may also receive one Cooling Assistance benefit for up to $800 with installation.(Thank God)  

FOOD STAMPS:

6. SNAP, The food stamps program will help households acquire food for the home without having to use other sources of income on groceries. Under SNAP, the Food and Nutrition Act of 2008, soft drinks, some types of energy drinks, candy, cakes, cookies, chips and ice cream are classified as eligible food items. You can also purchase seafood and steak.(Not bad)
Food Stamps; With this give a way, the more you make annually, the less you get. The Less you make, the more foodies you receive.(So the incentive is Inverse. Once a person declares they make a salary, the stamps are trimmed or cut off completely. This then forces the recipient to work under the table, or better yet, not work at all. Uncle Ted Nugent calls this the asset column. Are you an asset or a liability, pretty simple)
7. The California Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) provides supplemental foods, nutrition education and referrals to health care, at no cost, to low-income pregnant, breastfeeding and postpartum women, infants, and children up to age 5 who are determined to be at nutritional risk. To be fully eligible for the WIC Program, applicants must be determined by a health professional, at 'no cost', to be at nutritional risk  i.e., have certain medical-based or diet-based risk conditions. 
7A.  WIC-approved food list. States, generally allow cow's milk or soy milk, juice, cheese, tofu, eggs, canned fish, peanut butter, butter, dry beans or lentils, canned goods, fruits and vegetables, whole grain cereal, bread/rolls/bagels, infant cereal, formula and baby food.
(Years ago my girlfriend and I went to visit her friend. Her cabinets, pantry, frig, freezer and shelves were Stuffed Full of this foods. 6 jugs of Peanut butter, canned goods, breads, many gallons of milk, multiple boxes of cereal, juices and she was going to get more the next day!) 

 MEDICAID:

8. Medicaid is a joint federal and state program that provides free or low-cost health coverage to millions of Americans, including some low-income people, families and children, pregnant women, the elderly, and people with disabilities. The federal government provides a portion of the funding for Medicaid.

Each state has different options that can affect eligibility. Many states have 'Expanded' their Medicaid programs, so even if you didn’t qualify for Medicaid before, you might be eligible now, depending on your household income, family size, disability, and other factors. You must be a U.S. citizen, a U.S. national, or a permanent resident.(Or an illegal, amnesty seeking, MS-13 or Los Zita gang member with Hepatitis A or B and Tuberculosis) Visit HealthCare.gov to find out if you may qualify for Medicaid. Medicaid programs, which has grown 25 percent over the past three years. The Budget provides the Department of Health with a range of tools to lower the cost of prescription drugs, including the ability to drive down the cost of certain drugs whose price is high relative to its therapeutic benefits. The FY 2018 Budget also enables the Medicaid program to allocate more resources for other essential health services and ensure high-quality care across New York State.(Thank Heaven) 
9. Medicare Supplement Insurance is a form of private health insurance that helps cover certain Medicare out-of-pocket costs such as deductibles, copayments and coinsurance.      9A. Medicare Part A; Deductible

9C. Medicare Part A; Coinsurance for Skilled Nursing Facility Care
9D. Medicare Part B; Deductible
9E. Medicare Part B; Copayment   The medical assistance programs provides the welfare benefits of medical insurance to those without it.
10. Well checks, doctor visits and basic medical care cannot be obtained without insurance. Medicare and Medicaid provide the coverage for health and well being while also providing for regular doctor visits. 11. prescriptions, 12. dental care and 13. eye care                                    14. transportation.(No Fraud here,  keep moving)

State plan amendments (SPAs) & States also submit SPAs to request permissible program changes and amendments. Medicaid.gov website for just California alone has 284 state plan amendments. NYState program changes are 499. Texas has 431 changes.(Yikes!)
As of January 2019, California has enrolled 11,823,859 individuals in Medicaid and CHIP, a net increase of 52.46% since the first Marketplace Open Enrollment Period and related Medicaid program changes in October 2013.  NY enrolled  6,527,141 individuals,  a net increase of 14.95% same time frame. Texas has 4,277,703 individuals.  New Mexico has enrolled 729,051,  a net increase of 59.29%.   Arizona has enrolled 1,701,450, a net increase of 41.58%. Florida has enrolled 4,184,636,  a net increase of 13.24%.(Demonstrating the boarder states are being over run and growing exponentially)
New York State’s $79.8 Billion Medicaid program includes $5.3 billion of 15. “supplemental payments;” that is, payments not directly associated with provision of medical services. These supplemental payments are crucial to the financial viability of many hospitals across the state, especially those largely serving uninsured and Medicaid populations.(Double Dip)
California's proposed budget for 2017-2018 allots $105.3 billion for the support of California’s Department of Health Care Services programs, including Medi-Cal.(What is it for 2019?)
(I promise, Last one) Inpatient and outpatient hospital services - Physicians' surgical and medical services - Laboratory and X-ray services - well-baby and well-child care - dental coverage - behavioral health care - vaccines.(The End, errr....  not really)
