A tornado caused the Eastern Star cruise ship to capsize on the Yangtze River in China earlier this week, the China Meteorological Administration said Wednesday. The report emerged as Chinese authorities escalated efforts to recover more than 400 people believed to be trapped inside the overturned boat, deploying scores of additional divers Wednesday. Meteorologists said the tornado was rated an EF-1 with wind speeds of 86-100 mph when it struck the vessel late Monday. It was about a half-mile wide and lasted for about 15 to 20 minutes in a part of China that commonly sees twisters.

WASHINGTON (USA TODAY) — The Senate overwhelmingly voted Tuesday to end the National Security Agency's controversial bulk collection of the phone data of millions of Americans who have no ties to terrorism. Senators by a 67 to 32 margin approved the USA Freedom Act, which was passed by the House last month. President Obama signed the bill Tuesday night. Three key sections of the Patriot Act anti-terrorism law that expired at midnight Sunday will now be restored and extended through 2019. However, Section 215 of that law will be changed to stop the NSA from continuing its mass phone data collection program. Instead, phone companies will retain the data and the NSA can obtain information about targeted individuals with permission from a federal court. The Senate's hard-fought passage of the USA Freedom Act represented a major victory for privacy rights advocates in Congress. It also highlighted the upper hand those advocates now have in the GOP over traditional defense hawks such as Senate Majority Leader Mitch McConnell, R-Ky., who had fought to renew the Patriot Act without changes. "I cannot support passage of the so-called USA Freedom Act," McConnell said after conceding Tuesday that he would lose the vote to the bill's supporters. "It does not enhance the privacy protections of American citizens. And it surely undermines American security by taking one more tool from our warfighters at exactly the wrong time." Here's what happens now that the Patriot Act provisions expired. But McConnell was outnumbered by a coalition of liberal Democrats and libertarian-leaning Republicans who wanted to rein in what they saw as an abuse of the government's surveillance power. Many lawmakers said they were shocked when former NSA contractor Edward Snowden revealed the existence of the NSA's bulk collection program in 2013. Sen. Will Western Civilization Survive The Coming Population Crash ?
Demographics: An alarming new study finds Germany's population is headed for a death spiral. But hold the schadenfreude. Germany's demographic dilemma is the same one that all of Western civilization faces. German births per 1,000 population have fallen to roughly 8.2 — below even Japan's 8.4. The death rate, meanwhile, is about 11 per 1,000. So Germany's fabled workforce will soon go into a tailspin that will be almost impossible to pull out of, according to the study by Hamburg's World Economy Institute. "No other industrial country is deteriorating at this speed despite the strong influx of young migrant workers," the study said. "Germany cannot continue to be a dynamic business hub in the long run without a strong jobs market." On Tuesday, the British Telegraph's Ambrose Evans-Pritchard noted, "The German government expects the population to shrink from 81 million to 67 million by 2060 as depressed pockets of the former East Germany go into 'decline spirals' where shops, doctors' practices and public transport start to shut down, causing yet more people to leave in a vicious circle." But Germany isn't alone; its decline is the Western world's in miniature. As the chart shows, the population of the Big Five powers — the U.S., the EU, China, Japan and Russia — will peak in 2029 and then start a long, irreversible decline. Japan is already shrinking. Russia, despite recent claims by Prime Minister Vladimir Putin of a fertility miracle, is also getting smaller. Thanks to its one-child policy, China will start shrinking in the late 2020s. Only the U.S. is expected to continue growing through at least 2050 — but probably not much beyond that. What's behind the plunging fertility rates? A big part of it is the left's assault on the family. "The statistics about the falling marriage rate tell the tale well enough," writes journalist Daniel Greenfield, who runs the Sultan Knish blog. "Marriage is a fading institution. Family is a flickering light in the evening of the West." Around the world, this means shrinking economies — fewer consumers and jobs, an older, less dynamic workforce, less entrepreneurship and an economy increasingly focused on taking care of the non-working elderly. Meanwhile, shrinking nations will struggle to pay off massive government debts. (Think Greece, squared.) Schools will be shuttered. Welfare rolls will swell. Those without skills will find living tough. Filling the vacuum will be millions of immigrants from what used to be the Third World. Unless they're assimilated, Western culture will change radically. This is quite a different picture from the one portrayed by green activists, who for decades have sold the public on the notion of a soaring global population bringing pollution, widespread poverty and future shortages of key commodities and food. Just this week, the New York Times ran a revisionist retrospective of the '60s-era population scare, titled "The Unrealized Horrors of Population Explosion." The Times quotes Paul Ehrlich, author of "The Population Bomb," who in 1968 predicted that soaring population would bring "an utter breakdown of the capacity of the planet to support humanity."

That means that specimens of the deadly Bacillus anthracis have been sent to labs in 12 states, the District of Columbia and three countries. The samples came from the U.S. Army lab at Dugway Proving Ground in Utah. Scientists there thought they had been shipping inactive strains of the deadly spores for research purposes. The law is set to be fully implemented via the Obama administration before the end of 2015.
