News this week that ex-IRS official Lois Lerner's "crashed" hard drives have been "recycled" was met with outrage by Republicans on Capitol Hill. After being told by the commissioner of the IRS in March that “We can find Lois Lerner's emails," the agency is now saying that key electronic correspondence sought in a congressional investigation is likely lost forever.

Those emails likely contained information about whether or not the IRS coordinated with the White House and/or other federal agencies to illegally target conservatives before the 2012 presidential election.

Members of the House Ways and Means Committee grilled a very smug and unapologetic IRS commissioner John Koskinen on Capitol Hill today. Lawmakers wanted to know why he said in March that "We can find Lois Lerner's emails," even though the agency knew in February that a 2011 computer "crash" resulted in her losing 28 months of electronic correspondence with agencies and offices outside the IRS.

Republican Representatives attacked Koskinen for revealing on Monday, only after he had been asked by lawmakers, that hard drives of six other IRS employees involved in the IRS scandal also had crashed. The congressional investigation into unconstitutional targeting of conservatives has gone on for a year. Congress and the American people, clearly, are growing tired of the "dog ate my homework" excuses from the IRS.

A week ago, we learned of Lerner's computer "crash" and resulting "lost" emails that corresponded exactly with the period when the illegal IRS targeting was in "full bloom."

This week brought news of at least six more "crashed" IRS computers and a revelation that back-up tapes only store official agency emails for six months. That claim led to the most heated and intense exchange of today's hearing, Representative Paul Ryan (R-MN) challenged the federal agency's blatant double standard:

"You ask taxpayers to hand over seven years of their own taxpayer information in case they're ever audited, and you can't keep six months of emails?"

Representative Pat Tiberi (R-OH) went so far as to say today that the persistent stalling and lack of transparency by IRS officials has left the federal agency with "no credibility." Time and time again, one of the most powerful and most feared federal agencies has refused to be forthcoming and cooperative in its dealings with Congress. The person at the center of the investigation, Lois Lerner, the former director of exempt organizations at the IRS, has taken the Fifth Amendment and refused to testify before the House Oversight and Government Reform Committee TWICE!

The illegal IRS targeting, which the agency has admitted, too, but won't fully divulge is a problem that should concern every American -- regardless of their party affiliation. A federal agency that, as Rep. Ryan said today, can instantly turn your life upside down with a phone call, letter, or email must not be allowed to become a political "attack dog" for ANY administration.

Those "lost" emails are subpoenaed evidence in a congressional investigation. Lawmakers need to know if they contain incriminating evidence of Ms. Lerner, other federal agencies, and/or the Obama administration conspiring to target and silence conservatives before the 2012 presidential election. An independent special counsel must be appointed by Congress to reveal the true scope of the unconstitutional actions of the IRS.

The agency's claims of "crashed" computers and "lost" emails make it appear as if the IRS and its officials are hiding the truth and obstructing the search for justice. It's up to Congress to hold those involved accountable and responsible for the lies, obstruction, and lawlessness.
