630,000 people from local and State health plans to Med-Cal. What was left
unsaid, was that when these folks die, EVERYTHING they own, houses, cars, rings,

grandchildren. Medi-Cal, our version of MediCaid, is not a grant—it is a
loan—and when you die your assets pay back the government. Now, even the
poorest of Californians will lose everything to a government refuses to tell the

counties and federal health officials, the idea was to use federal matching
funds to build the current county-based network of providers so members can
