Urban Shield is being coordinated by the North Central Texas Council of Governments (NCTCOG).
The NCTCOG is a
“regional” government whose representative body is made up of
self-appointed city councilmembers, county commissioners, and mayors.
“This
exercise is designed to
assess the region’s ability to successfully respond to and manage
multiple terrorist events and other emergencies occurring simultaneously
throughout the region,” NCTCOG explains through its website.
