Dirty Business as Usual at California High Speed Rail
Out of the entire universe of those who could have won thefirst phase construction contract for California’s high speed railboondoggle, who would stand out as the last person who would win it ifthere were no political patronage.Put another way, who is the most likely person to win itif there is political patronage?
Feinstein-one eyeBoth questions have the same answer:Richard Blum, the husband of California senator Diane Feinstein.
So, who won the contract? Blum, of course, as theprinciple owner of Tutor Perini, the lead firm in the three-firmconsortium selected by the California High Speed Rail Authority.
Yes, Diane, it really does look that bad to us littlepeople.
A High Low Bid
The Perini-Zachary-Parsons bid was the lowest receivedfrom the five consortia participating in the bidding process, but “low”is a relative term. The firms bid $985,142,530 to build the wildlyanticipated first section of high speed rail track that will tie themegopolis of Madera to the global finance center of Fresno. Do thedivision, and you find that the low bid came in at a mere $35 millionper mile.And that doesn’t include the cost of rolling stock (that’sengines and cars to the normal among us). Nor does it include the costof electrifying the route. Does it at least include the cost of landacquisition? No, it does not.
As this fiasco progress, remember that this $35 millionper mile represents the best California can do on the section of trackthe High on Crack Speed Rail Authority selected to go first because itwill be the cheapest.
Keeping Corrupt Company
Just having Blum/Perini win the contract is corruptenough. But it gets much more corrupt, says The National Black Chamberof Commerce:
According to the New York US Attorney’s office: “Followinga four-week trial, a federal jury in Brooklyn yesterday (March 9, 2011)found Zohrab B. Marashlian, the former president of Perini Corp.’sCivil Division, an international construction services corporation,guilty of fraud and conspiracy to launder money. The charges arose outof Marashlian’s false representation to New York government agenciesthat Disadvantaged Business Entities (DBE’s) were performing work inconnection with major public works contracts, when, in reality,Marashlian had non-disadvantaged businesses favored by Perini Corp. dothe work.” Tutor Perini paid Marashlian $14 million in salary while allthis was going on. Two days before Marashlian was to receive amulti-year prison sentence he committed suicide. A fellow employee iscurrently doing a long prison term for the same case.Perini has been caught doing such things over and overagain. They are absolutely ridiculous in California projects. …According to the Seattle News some of the Perini headlines read: “InFebruary, Tutor-Saliba and Perini agreed to pay $19 million to settleracketeering and fraud allegations in a San Francisco airport project.”… “The companies are embroiled in an 11 – year legal battle over $16million in extra costs on a Los Angeles subway job.” (Emphasis added)Lefties, who generally support the high speed railproject, are probably a bit flummoxed by this news because they haverailed (nice pun, huh?) against Blum and Feinstein for what they callcriminal collusion in the granting of defense contracts.
Only in Crazifornia would the wheels still be on thistrain. But on and on and on it chugs, dodging all fiscal reality on itstrip to the Great Sea of Red Ink

SEN. Dianne Feinstein has resigned from the Military ConstructionAppropriations subcommittee. As previously and extensively reviewed inthese pages, Feinstein was chairperson and ranking member of MILCON forsix years, during which time she had a conflict of interest due to herhusband Richard C. Blum's ownership of two major defense contractors,who were awarded billions of dollars for military construction projectsapproved by Feinstein.
As MILCON leader, Feinstein relished the details ofmilitary construction, even micromanaging one project at the level ofits sewer design. She regularly took junkets to military bases aroundthe world to inspect construction projects, some of which werecontracted to her husband's companies, Perini Corp. and URS Corp.Perhaps she resigned from MILCON because she could nottake the heat generated by Metro's expose of her ethics (which waspartially funded by the Investigative Fund of the Nation Institute). Orwas her work on the subcommittee finished because Blum divestedownership of his military construction and advanced weaponsmanufacturing firms in late 2005?The MILCON subcommittee is not only in charge ofsupervising military construction, it also oversees "quality of life"issues for veterans, which includes building housing for militaryfamilies and operating hospitals and clinics for wounded soldiers.Perhaps Feinstein is trying to disassociate herself from MILCON'sincredible failure to provide decent medical care for wounded soldiers.Two years ago, before the Washington Post became belatedlyinvolved, the online magazine Salon.com exposed the horrors ofdeficient medical care for Iraq war veterans. While leading MILCON,Feinstein had ample warning of the medical-care meltdown. But she wasnot proactive on veteran's affairs.Feinstein abandoned MILCON as her ethical problems weresurfacing in the media, and as it was becoming clear that hersubcommittee left grievously wounded veterans to rot while her familywas profiting from the occupations of Iraq and Afghanistan.
