You can argue the definition of ban if you want, but here is the situation in Chicago, IL:
CHICAGO — Not a single gun shop can be found in this city because they are outlawed. Handguns were banned in Chicago for decades, too, until 2010, when the United States Supreme Court ruled that was going too far, leading city leaders to settle for restrictions some describe as the closest they could get legally to a ban without a ban. Fortunately, while Chicago's Progressive elite wants to ban all guns, they can only ban certain ones.
You can argue that not allowing something isn't exactly banning anything, but if there is no provision for it, then it is effectively banned.
The fact that citizens may not carry guns in public means that violent criminals are the only ones doing that. They know it and are certainly acting accordingly.
Therein lies the problem.
