FOR YOUR ANALYSIS AND CONSIDERATION:

Mentioned below, and attached, are updated figures and Intel including, but not limited to: Yuma, Arizona and San Diego, California areas of operations. 

As you can imagine the situation with the invading caravans remains fluid.  Of note is stillanother caravan has formed, and now moving north from the southern part of Mexico.  Make no mistake nor underestimate the hostility associated with the caravan now positioned contiguous with the San Diego Border.  Approximately 3,500 16-40 yoa males waiting to cross into America with additional numbers still inbound to Tijuana. There are “preliminary findings” suggesting the invaders waiting in Tijuana are monitoring the arrival of invader groups in the western section of Arizona, as well as in Brownsville, Texas.  A hypothesis: on a given day and time, multiple “rush the border” will occur overwhelming resistance.

Region VI: USBP/LRT: LRT Staff will be meeting with Laredo City Council to discuss the Honduran Migrant Caravan and the C-Wire deployment upriver, downriver and in-between the POEs. Region IX: Area Command San Diego: Area Incident Commander to host coordination meeting with various state and local agencies on 11/19 to discuss impacts of potential port closure and other migrant caravan related concerns.

Region IX LFC hosted coordination meeting with USCG District 11 Admiral. 38 Mobile Field Force (MFF) personnel from San Ysidro and Otay Mesa POEs are enroute to Calexico POE for a 30 day TDY deployment. This contingent will augment in-place forces due to increased presence of caravan migrants in Mexicali.  FPS Mobile Command Vehicle (MCV-9) was delivered to San Diego AOR. MCV-9 will be operational and staffed beginning 11/19. S-1 and Lieutenant General Buchanan scheduled to arrive in the San Diego AOR on 11/20. Area Command Imperial Valley: AMO to begin Intelligence, Surveillance and Reconnaissance (ISR) missions in Mexicali to monitor caravan movements. Port hardening efforts ongoing at Calexico East and West POE to include the emplacement of concertina wire. Area Command Yuma: USBP Yuma Sector expected to receive 50 additional TDY personnel in support of Operation Secure Line beginning 11/19. As of 11/18, 56 DoD engineers have arrived MCAS Yuma with an additional 42 inbound. Unit will deploy to San Luis POE to commence port hardening operations. DoD cargo containers have begun to arrive at San Luis POE. These containers are capable of serving as barriers; discussions with DoD are under way to determine most efficient placement in the event of a port closure. Brig. General Sklenka scheduled to arrive 11/19 for tour of San Luis AOR. Area Command Tucson: In the last 24 hours, .8 miles of concertina wire were emplaced at Douglas, Naco, Sasabe, Lukeville, and Nogales POEs for a grand total of 3 miles to date. Concertina wire warning signs to be shipped to Arizona AOR. General Buchanan and (A)DFO Horne toured Douglas and Naco POEs on 11/18 to view progress of port hardening efforts. FPS cross-designation training scheduled for 11/19 and 11/20.
Line of Effort 3: LFC International Engagement
Region VI: RGV/FOB: MXCON advised they will team up with CISEN to meet with Reynosa Municipal leaders regarding shelters. Proposing to use the soccer stadium as alternative shelter. J9 will submit names of agents to augment CBP efforts in response to the caravan south of San Diego Sector. J9 maintaining a daily pulse of caravan efforts (size of groups, routes, etc) with GoM. OFO/EPFO: EPFO ILU continued outreach to GOM partners indicates there are several shelters available but only one shelter is currently housing approximately 280 migrants in Cd. Juarez, Mexico.
Line of Effort 4: HQ Area Command
HQ Area Command: Coordinated with Office of Facilities and Asset Management (OFAM)  for site surveys in Nogales and Calexico. Communicating and clarifying with Region IX and U.S. Border Patrol (USBP) at HQ Area Command regarding the not-consented/not-approved Nogales Processing Center. Created a consolidated Mobile Field Force (MFF) Temporary Duty Assignment (TDY) tracking spreadsheet. Created WebEOC Request for Information (RFI) for Region IX, disseminating the consolidated MFF TDY tracking spreadsheet with a requirement to resubmit daily with MFF deployment locations. Continue coordination of TDY tracking with USBP. Continued coordination of MFF TDY with HQ Office of Field Operations (OFO) Mission Support (MS), through daily conference call with Executive Director (XD) Brinton. Provided Region IX a spreadsheet of available Department of Defense (DoD) hotel type bed space in the San Diego area. Created WebEOC RFI for Region IX, requesting a spreadsheet update for non-MFF TDY personnel in Region IX in support of Operation Secure Line. Bill of material for 26 miles complete; delivery begins today to California and Arizona. Continued working on Incident Action Plan (IAP) for Area Command. Reviewed and appropriately updated WebEOC RFI & Request for Assistance (RFA) tasking requests. 5,808 assets in the Joint Operating Area (JOA-Southwest Border).
Line of Effort 5:  Foreign Partner/ Stakeholder Activities
Region VI: RGV: OFO and USBP leadership hosted local law enforcement officials from Hidalgo County and McAllen police department regarding the contingency plan for shutting down the Hidalgo POE and identifying what agency will take the primary role in facilitating road closures north of the Port of Entry. Hidalgo PD will be lead agency, plans pending. Region IX: Area Command San Diego: On 11/19, beginning at 0310 hours, San Ysidro POE initiated a complete port shut down due to intelligence received and reports of Honduran individuals staging south of the POE. At 0625 hours, a limited number of lanes were reopened after Mexican authorities advised no group was present.  Lanes 1-5, 12, 19 and 24-26 remain closed. Area Command Yuma: OFO in partnership with GoM has temporarily relocated pedestrian lanes away from the border fence to prevent injuries while DoD personnel perform hardening efforts stated to being on 11/19.
Line of Effort 6: Public Affairs
Region VI: Laredo POE is hosting Alex Hannaford, reporter from Sunday Times Magazine of London, for port tour to observe DOD concertina wiring. CBP/DOD briefing Laredo City Council on OSL efforts to prepare for a potential arrival of a caravan of migrants from Central America; potential international wire service Agence French Presse (AFP) interview with DOD/CBP. Coordinating a KNGS-TV interview about Thanksgiving cross-border travel advisory. Clearing fresh imagery of CBP’s OSL efforts through LFC6 for web-posting to CBP’s Flickr page. Region IX: Media Relations Planning is under way for a Media Round Table with Region IX LFC Commander Pete Flores, USCIS and ICE representatives to discuss asylum process. USCIS and ICE have been invited, their participation is not confirmed. Date: Wednesday November 21. Time: 10:00 am PDT. Location: San Ysidro Port of Entry – 3rd Floor Conference Room.
Line of Effort 7: Health and Medical
HQ Area Command: CBP Dr. Tarantino visited San Diego, Region IX today with DHS Chief Medical Officer Dr. Caneva for situational awareness/coordination of health /medical support. Discussed the Centralize Processing Centers (CPC) conceptual plan with Health and Medical at Department of Homeland Security (DHS) Headquarters (HQ) Area Command.   Medical clearances using the 3M/Federal Occupational Health (FOH) web based medical clearance system have been started with 295 personnel medically cleared to date.  There were some reports of technical problems that have been resolved.  It is critical that personnel follow the “Special Response Team Members Only” link on the medical clearance website in order to receive the correct type medical clearance. OSH has coordinated with SRT and is providing Fit Testing/Training assistance for the 1000 gas masks which were provided by DOD.  Medical Clearances and Fit Testing have started and all fit testing completions will be reported through SRT and OSH and will be routed to EOC for inclusion in daily SITREP reporting. Region VI: RGV/EOC: DoD has approved the updated CBP Medical Support RFA (DoD can support medical evaluation and treatment of migrants at POEs). In order to support DOD personnel, CBP (OFO) is designated to provide language translators throughout the process of medical evaluations and treatment. Meeting today (Nov 19) with DOD medical representative and local Emergency Management Coordinators to establish an emergency medical contingency plan in response to mass casualty events.  Attendees stressed the importance of early notifications of communicable diseases and illness to provide effective response. Made significant points of contact and was familiarized with local EOC protocol regarding medical emergencies and responses in the RGV.  Information is valuable for caravan preparedness and future operational evolutions. Will work with DOD to provide medical data (disease/injury trends) to local partners to prepare hospital and ems services appropriately. Request was made to setup a weekly/monthly teleconference call to share information between federal and local EOC partners for more effective planning. Region IX: Area Command Yuma: Hosted a multi-agency follow-up health and medical meeting on11/19 to discuss the migrant caravan situation.
