This is a sequel to Gowdy’s first grilling of Comey before the House Oversight Committee in July, so go watch that clip to prepare yourself for this one. Gowdy’s point then was simple: 18 U.S.C. 793(f), the statute that makes mishandling classified information a felony, applies if the suspect showed “gross negligence” in how they handled the info. You don’t need to show that they intended to mishandle it in order to get a conviction. (Who besides an actual spy would intentionally mishandle state secrets?) All you need to prove is that they were grossly deficient in their duty to handle the information responsibly. Which, very clearly, was true in the case of Hillary “Private Server” Clinton. Comey, however, declined to charge her because, he said, only once in the many decades since that law was passed has someone been charged under it. Supposedly it would be unfair to prosecute Hillary for showing gross negligence when other people hadn’t been prosecuted — never mind that, as a cabinet official, her recklessness involved information at the highest levels of secrecy. Comey all but declared at his press conference in July that he would have prosecuted Clinton only if he had detected an intent to mishandle info. Gross negligence wasn’t enough to charge — even though that’s all the statute requires. [...]

In new research released Tuesday by Euromonitor International, payments made using credit, debit, charge and other cards will overtake cash payments worldwide for the first time in 2016, registering $23.1 trillion in consumer spending compared with cash’s $22.6 trillion. Both numbers are up year over year, with card spending rising from $21.4 trillion globally and cash spending up from $21.8 trillion. “This stagnant growth of cash payments signals a shift ... and is a major victory for card and electronic payments,” said Kendrick Sands, senior consumer finance analyst at Euromonitor International, in a press release.

In one corner, action-cam manufacturer GoPro, which last week unveiled its first drone, the $800 foldable Karma. Tuesday, No. 1 drone manufacturer DJI responded by unveiling Mavic Pro. Like the Karma, the Mavic is small and totable, with a full-featured 4K camera and software for easy flying. The camera will sell for $999 and be available in mid-October. This month, rival Yuneec also released a smaller, easier-to-fly but more bare-bones $599 Breeze. To compete, DJI, which has a 70% market share in drone sales, is offering more of the full-featured features seen in DJI’s Phantom series but in a smaller, less expensive package. Drones, and the ability to photograph the world from a different, overhead perspective, have emerged as one of the most popular consumer tech gifts. The Federal Aviation Administration says 1 million drones were sold in 2015’s holiday season, and more are expected this year. [...]
