problem is that the definition of NBC was not at all clear in the US
Constitution, which means it has needed and still does need adjudication.
Like it or not, until that hurdle is passed any of the--ostensible--definitions
carry equal weight under the law. Also, US Code 1401 gives a definition of
"American citizen" which has been used as documentation of natural born

Again, until the issue is decided in court--or
with a solid definition of NBC via an amendment to the Constitution or a new law
passed by Congress to specifically define it--any of the definitions under US
Code 1401 carry equal status under the law.
