DHS chief Janet Napolitano says the border region is safer than ever before.

So did the Zetas sign an agreement with Janet that they wouldn't start beheading Americans until they are a few hundred miles north of the border, safely away from the border region?

Someone needs to ask her (I'm sure a person that high in the government would NEVER lie, so there must be an explanation).
