You don't have to be accused of any crime. All that needs to happen is for his records to show he has PTSD. That forbids him from gun ownership and it shows up on a NICS check. And of course being considered a terrorist.

And putting PTSD on any vets record is very easy. The vet may not even know it's on his record.
