The Marine Corps mission 'to close with and destroy the enemy through fire and maneuver;' has become an ask civilian permission to breathe... Today's ROE Prevents innovation both on battlefield and the acquisition process. Not to say it is not done (worked at MCWL 5 years) today, it just takes too long and makes contractors rich. One last thing. Chaos is a good thing when addressed properly, to improve armies on battlefield and on-going social experimentation.”
